Remove „No Presets”

(Android) I can see 7 tools on my main toolbar. Next to it, there is „No Presets” on the Presets toolbar when there is no icon selected. But what’s the reason to show an empty toolbar? Why isn’t it hidden, allowing the main toolbar to show more icons, and the Presets toolbar could appear only when a tool is selected?
